Parameters
1) | int | clientId | The client ID to set as the syncer for the element. |
2) | bool | forced | Optional, defaults to false. Whether to override an existing internally-chosen syncer. |

Notes
- Setting a vehicle syncer to someone besides the driver is not recommended. This will cause the car to mess up. The driver will still be able to drive but it will be very laggy as it's relayed through the syncer first.
